sticky flies

On my window sill plants there are lots of tiny flying things that seem to be making the leaves sticky and destroying them. Any ideas what they are and how I can get rid of them please?

If they are ornamental plants you can buy impregnated cardboard pins which you stick in the soil.
Yup- I've got them too on my chilli and basil plants- and I rinse them under the tap once a week- or more often.
