Apple Tree Leaf Curling And Grey Bugs

Hi, I have two young dwarf apple trees that have suddenly become infested by a pest.

The leaves are curling into a tube which is then infested with small grey bugs. I've tried to get rid of most of them with a hosepipe and then applied a general bug killer but does anyone know what they may be and the best treatment?
