Little black flies

Hi I've got some basil plants and a chile on my windowsill in our sitting room and we seem to have had a lot of little black flies in the windowsill, some of which then appear in the room.

Does anyone have any idea:

1. What flies they are?
2. Why they're there?
3. How to get rid of them?

or fruit flies i had them all over my fridge last week trying to get at half a melon
