What about putting copper tape all around the top of the fence and a barrier around the bottom of it? Might be expensive but it also might work!

.......... or attach some rainwater guttering along the top of the fence, block the ends to make a mini-moat. Fill that with saltwater - perhaps a couple of springboards just for the fun of watching a slug doing a double pike with back somersault but you'll need some lifebelts for the non-swimming slugs, otherwise it would be cruel...........
