Wisteria is dying

Hi, does anyone have any idea what may be wrong with my wisteria. It has been in the garden for about 25 years and has previously had lots of flowers followed by good leaf growth. This year flowering was poor and the leaves have not appeared. On closer examination it looks as if there are spiders webs all over the branches.
Does anyone know what the problem may be and how to solve it please?
