I've seen this a few times and have successfully grown tomato plants from extracting and planting the tiny seedlings.
More rare with chillies, but I've seen the same thing with them and grown plants from them that way too. It was a thick walled variety that had kept enough moisture to set the seeds off when their seasonal biological clock told them they were ready to have a go at germination.

Something very similar happened to me last year but with an Apple. I planted them on and they seem to be doing very well. Hopefully Something will come of these ones for you too."Bulb: potential flower buried in Autumn, never to be seen again."
