I have the most beautiful rose in a pot hat it bought back from the gardens of Villandry in France 2years ago it has been in a small pot until a few months ago when I planted it in a large container. It has been fantastic this year, at least 7beautiful fragrant blooms of it. It now has a new shoot from the base that is growing really fast. Is this a "runner" and should I cut it off

If it is below the graft its a runner/sucker and should be cut off.

Agree with Bill but I would pull it off so that it comes clean away not leaving any stump to regrow. You may notice that the leaves on the suckers are have seven leaflets and the main plant only five. This is the rootstock.
